MB PNP Business Immigration

Manitoba has now opened the Business Investor Stream (BIS). There are two pathways – the Entrepreneur Pathway for people that want to open a business and the Farm Investor Pathway for people that want to setup and run a farming operation. The Entrepreneur Pathway replaces the earlier MPNP-B stream. It is a similar two-step process for both pathways. First you have to submit an online application, which includes either a Business Concept or a Farm Business Concept. If your client gets enough points and is successful in this process, they will receive a Letter of Advice to Apply (LAA) and must then submit their full application with full documentation including a detailed Business Plan which must prove that the Business Concept will work.

Realistically, most of the Business Plan must be written before the Business Concept is submitted, to make sure that when the LAA is received, the Business Plan agrees with the original Business Concept.

General Business

  • Minimum investment of at least $150,000 outside of the Manitoba Capital Region (MCR) and own at least 1/3 of the business
  • Minimum investment of $250,000 inside the MCR and own at least 1/3 of the business
  • The MCR is the area around Winnipeg with a population of around 800,000 – two thirds of Manitoba’s people.
  • Must be an active business, not a holding company
  • Active Management
  • Net worth of at least $500,000
  • Minimum three years experience in owning or managing a business
  • CLB / NCLC 5 or higher
  • Minimum of Canadian high school certificate equivalent
  • Create at least one job excluding the business owner or close relative

The Business Concept must clearly demonstrate that the business will be a success. When you receive the LAA, you have to submit a full Business Plan, which should prove the Business Concept.

The Manitoba PNP requirements show you that you have to have two first class business documents. First you have to have a bullet proof Business Concept to get the Letter of Advice to Apply, and then you have to send in a comprehensive Business Plan that should tie in with Business Concept.

The immigration application is extremely important and the client is investing a great deal of money in their application and later in their business. Hundreds of thousands of dollars. Farming – Farm Investor Pathway (FIP)

  • Farm Business Investment of at least $300,000 in eligible tangible assets
  • Net worth of at least $500,000
  • Interview will be in either English or French
  • 3 years Farm Management experience, which MUST be comparable to Manitoba farming in terms of technology, equipment, methods, scale, output etc.
  • Understanding of Manitoba farming practices
  • Must actively farm, not just passive investment income
  • Farm Business Research visit is required
  • Must live on and manage the farm
  • Initial Farm Business concept of approximately 2,000 – 3,000 words (8 to 12 pages)
  • Farm Business Plan is required with full application
